Make it possible to reload block_store.json on file change

Some mods (like tfc) add a lot of blocks with ore and it's hard to manage all this ores (for example 16 types of gold etc). It's not a reason to change UI for me but tracking block_store.json file changes make it possible to develop some side apps to manage this file the way one wants.
