After Effects not recognizing clipboard content from panel

This only affects the active text area, content copied does paste correctly if renaming a layer, to another panel, in the search bars and seemingly all other parts of AE.

I've tested with CSInterface 5.2 and 8, two computers (Windows 8.1 and 10), a separate and completely barebones panel having only an input element, also with an AutoHotKey script to verify my clipboard is changing correctly, and the keyEvent solution proposed in issue 159 (though it didn't work -- no error, silent failure) all to the same results for AE. If I copy from an exterior program (like notepad) then pasting into either the panel or host application's text layer will work just as expected; and the panel will reliably recognize content copied from the host app, but the host app will not recognize content from the panel to paste in this context.

How do I solve this? What's the problem?
