add INSTALL.md

While this may be obvious for most, installation instructions either in INSTALL.md or as part of README.me would help get this this running locally for those unfamiliar.

this is a valuable suggestion, although I will probably wait to document the server installation instructions until I implement some new functionality -- an ability to stream trajectory points via web sockets. I will be happy to merge some instructions though.
