Expand timer0 default range for BW2 games on dsi/3ds

Often times for non english BW2 games the timer0 is outside of the current default range of 1600-1790 for dsi and 3ds consoles. I have seen this happen on Japanese, German and French games as of yet where the timer0s were between 1400-1500 for one case of one Japanese game and between 1800-1900 for German and French games and a different Japanese game. Therefore the default range for dsi and 3ds consoles should be changed to 1400-1900.
