FMOD stops working after trigger_changelevel until a new server is started

Something I also noticed about FMOD is that if you change your audio device in Windows after the game launches, GoldSource's soundsystem still outputs in the one the user had just chosen but FMOD still outputs in what the audio device was before the game had launched (e.g. if after launching the game I change the audio device from Speakers to HDMI, FMOD still outputs to Speakers). If I'm able to fix it in PhoenixADM I'll definitely link the commit here so you can copy it
