Separate Compatibility Tables from AGTree

We need to move compatibility tables from

https://github.com/AdguardTeam/tsurlfilter/tree/master/packages/agtree/src/compatibility-tables

to

https://github.com/AdguardTeam/AdblockCompatibilityTables

The reason for the change is that this way the community can contribute more effectively and it also improves the integrability of the compatibility table.
