Rules with `$popup` modifier are applied to all request types

https://github.com/AdguardTeam/AdguardFilters/issues/183737. Requests from ei.phncdn.com are blocked for some reason, which caused the above problem. As I see, it was with the AdGuard Base, but we do not have such rules, so the requests should not be blocked. Adding one of the rules will help.
