Add French blocklist to DNS AdGuard

I propose to add FR (France) blocklist to AdGuard DNS

Don't know which one is better if a choice must be made

AdGuard file have almost all rules from Liste FR - see https://github.com/AdguardTeam/FiltersRegistry/blob/master/filters/ThirdParty/filter_113_ListeFR/diff.txt to detect disabled rules compatible with HOSTS (IP aren't). I see only excluded:

I don't know nothing about HOSTS compiler can convert lines with $badfilter or ,badfilter to delete command line form HOSTS file (so supplement rules form repo "AdGuardFilters" may need a little new code in compiler to detect scenario).

Also maybe duplicate of #16
