Improved sort order of language specific filters list

Problem Description

Filters order is weird.

Proposed Solution

Change to alphabetical order (filter name or country name).

It would be good to distinguish between AdGuard filters and others.

It is a little difficult to find the requiered filter. UI language is Japanese.
