Add a filter from local storage on the device

While Adguard for Safari allows adding local file as custom blocklist (https://github.com/AdguardTeam/AdGuardForSafari/issues/345), I would like the same for AdGuard for iOS. This way, I can use the same file, synced via iCloud, for both.
