Notification that AdGuard filtering has started

Issue Details

When we turn on the computer, AdGuard comes to life a little later than other apps due to filter lists and other preparations. For example, when we have something urgent to do, we turn on the computer and directly open the web browser (or the applications that AdGuard filters), we go to a website before AdGuard is ready and unwanted stuff is stored in the browser (unwanted cookies, unwanted caches, etc.). To avoid this, it would be good if AdGuard gives a notification when it is ready, i.e. when it starts filtering. I can understand that filtering has started when I see the AdGuard window, but I only use the Adguard service turned on to reduce memory consumption and for minimal background processing.

Proposed solution

“Show notification when filtering starts” option can be added in AdGuard's advanced settings. It may show a notification at the bottom right of the screen.

Alternative solution

It would be just too annoying and useless. Adguard app can filter even without GUI not running at system startup.

It will be in advanced settings, optional. I want to open my browser after AdGuard service filtering starts, and also AdGuard service filtering sometimes does not start, which is fine.
