Can't launch Steam in Big Picture, UI crash

Issue Details
Steps to reproduce:
- Steam must be in the list of filtered apps of AdGuard: HTTPS filtering and\or Use redirect driver mode - ON 2.Launch steam in Big Picture
- Expect it not to launch or crash or launch with a lack of a few interface bars inside. Steamwebhelper error
Expected Behavior
Steam can be successfully launched in Big Picture mode, and no Steamwebhelper crash windows' come up
Actual Behavior
Steamwebhelper crash window, BigPicture either can not be launched at all either it is followed by a Steamwebhelper error, missing UI elements

The solution is to disable the “Filter localhost” option in advanced settings. If you have AdGuardVPN installed, you should also enable the WinTun adapter in the VPN’s advanced settings.
