Filter editor - do not change rule state during editing/typing

Steps to reproduce

1. Open filter editor
2. Click + to add new rule
3. Start typing, press space

Actual Behavior

When space is pressed the rule state is changed.

Expected Behavior

The rule state shouldn't be changed during editing/typing rule.
