No filtering after we close AdGuard but allow filtering

Steps to reproduce

1. Install the latest version of AdGuard
2. Close it via tray menu option Exit AdGuard -> yes
3. Open browser and check that filtering works

Expected behavior

Filtering is working

Actual behavior

It isn't
