Filter editor lags when we click many times on "Add a rule" button

Steps to reproduce

  1. Install the latest nightly version
  2. Go to Filter editor and add any rules
  3. Click on "+" in the rules section many times

Expected behavior

There is no delay in the Filter editor

Actual behavior

There is a delay

Also same for the "-" button too I guess.

То же самое наблюдается в редакторе HTTPS-исключений.
