Allow to reorder custom filters and rules

A small suggestion regarding custom filters here. :relaxed:  

To put it briefly:

:arrow_right_hook: See the X?  

It could be very practical to be able to rearrange them for a good organization in my opinion. Like this:

Style/Discretion:

You can possibly play on:

• the more or less light side of this icon (see penultimate screenshot),
• the number of horizontal bars (see last screenshot) or
• by showing this on mouse hover only (either on the entirety, or only on the entry under the mouse pointer).

Alternative:

Move up / Move down entries in the context menu (when right clicking on a custom filter).
