Provide x64 version of AdGuard for Windows

Provide x64 version! Perhaps with ngen as well to speed things up. Both Adguard.exe & AdguardSVC.exe are currently running as 32 bit on 64 bit Windows.

I would also like to request 64bit version of AdGuard for Windows, maybe it will solve the occasional app crash with System.OutOfMemoryException .NetFramework error, or it will at least prevent it happening too often as 32b .NetFW apps have limit of 2GB of memory per process. # this memory error happens when AdGuard reads / writes to it sqlite db # more of this error details (in emails) for ticket number 565179 # moved here :-)

In theory, the performance of x64 builds should be better than x86 builds. However, I’m not sure why, even in 2023, the official is still reluctant to provide us with x64 builds.
