Add filtering on startup before the GUI is displayed

Issue Details

Now, when on startup, the browser and some other apps launch before AdGuard, and therefore sites with advertising open, advertisements are displayed in some apps, etc.

Proposed solution

Add a background daemon that would start filtering on startup before the GUI is displayed (you have something similar implemented in your Windows application).

@rakleed Please clarify which browser and applications you are referring to? How much faster do these apps and browser start up than AdGuard? If possible, please record a video where you reproduce the problem.

@alexx7311 browser, for example Chrome. There also seemed to be a problem with Spotify, but I don't use it now.
