Open new tab instead of window when reporting in Safari by default

Steps to reproduce

1. Install AdGuard
2. Open Safari
3. Enable AdGuard Assistant for Safari
4. Open google.com
5. Click on AdGuard Assistant for Safari icon in the toolbar
6. Click Report

Expected behavior

A new tab opens with https://reports.adguard.com/en/new_issue.html since this is exactly what AdGuard Assistant for other browsers does and AdGuard Browser Extension, as well as the outdated AdGuard Assistant userscript. And the current behavior of AdGuard Assistant for Safari is inconsistent.

If you want to keep the ability to open a new window when reporting, then just make a setting for this. And by default, open a new tab when reporting, as it seems to me that this will be convenient for most users.

Actual behavior

A new window opens with https://reports.adguard.com/en/new_issue.html.
