Protection fails to be enabled or disabled via quick access tile on Harmony OS

Harmony OS 3.0, MGA-AL40

How to reproduce

Prerequisites

• AdGuard application is not launched
• AdGuard's tile is added to quick access panel
• AdGuard is allowed to Launch on startup or in background, Secondary launch (can be launched by other apps) and Run in background
• Battery optimization is disabled for AdGuard application

Steps

1. Perform a quick tap to the AdGuard's tile
2. Wait a bit

Expected behaviour

AdGuard has launched in background, protection is enabled. The tile is displayed as "active".

Actual behaviour

AdGuard is not launched, the tile is displayed as "inactive".
