"Disable all?" popup appears on the User rules screen even if the rules list is empty

Steps to reproduce

1. Install and launch AdGuard
2. Go to Protection tab -> Ad blocking -> User rules
3. Tap the context menu -> Disable all

Expected behaviour

The "Nothing to change" snack has shown

Actual behaviour

The "Disable all?" popup is displayed

Additional info

The same is applicable to DNS Protection -> DNS filters -> User rules
