"Allow app usage access" popup does not disappear after enabling the corresponding switch in the system settings on Android 9

Steps to reproduce

Prerequisites

• Usage access is not granted to AdGuard in the system settings

Steps

1. Launch AdGuard
2. Open the Settings tab
3. Click the context menu -> Import settings
4. Import this settings file NonDefaultsettingsAdGuard.zip
5. Tap the Open settings button on the Allow app usage access popup
6. Enable the Permit usage access switch in the system settings
7. Return to AdGuard application

Expected behaviour

The Allow app usage access popup has disappeared

Actual behaviour

The Allow app usage access popup is still displayed
