Specify default filtering policy for new app installations

Issue Details

I prefer to run Adguard on a case by case basis as opposed to blanket applying and when installing new apps it seems to enable protection for them by default.

Proposed solution

Allow user to specify the default policy for new app installations to prevent auto enabling of protection.
