Steps to reproduce:

1. Add to user rules @@||accounts.google.com/gsi/$stealth=referrer ||accounts.google.com/gsi/iframe/select?client_id=$domain=reddit.com
2. Go to reddit.com
3. Press Login button
4. Wait for accounts.google.com/gsi/ request and check the status.

Expected Behavior

@@||accounts.google.com/gsi/$stealth=referrer should not prevent URL blocking.

Actual Behavior

@@||accounts.google.com/gsi/$stealth=referrer prevents URL blocking.
