Issue Details

Related to - https://github.com/AdguardTeam/AdguardFilters/issues/203974 Steps to reproduce:

  1. Enable Scam Blocklist by DurableNapkin filter list
  2. Go to - https://adguardteam.github.io/AnonymousRedirect/redirect.html?url=https%3A%2F%2Fwww.wallpaperflare.com%2F
  3. Website is blocked
  4. Add to user rules:
||wallpaperflare.com^$all,badfilter
  1. Reload website
  2. Website is still blocked but should not be

If for some reason mentioned rule has been removed from filter list and website is not blocked anymore, then open - https://raw.githubusercontent.com/AdguardTeam/FiltersRegistry/refs/heads/master/filters/ThirdParty/filter_256_Scam_Blocklist/filter.txt choose any rule, for example ||adzfree-watch.net^$all add badfilter -> ||adzfree-watch.net^$all,badfilter, add rule with badfilter to user rules and try to open website from the rule, in this case adzfree-watch.net.

Expected Behavior

Rule with $badfilter should disable rule from built-in filters.

Actual Behavior

Rule with $badfilter does not disable rule from built-in filters.
