Add ability to disable basic filters by creating `$badfilter` rule [Filtering log]

Issue Details

When solving problems, it is often necessary to check what rules apply to requests. Being able to disable a rule can save a lot of time.

Proposed solution

Add an option to create $badfilter rule using the filtering log.

For example:

||m.weathercn.com^$removeparam=p_source => ||m.weathercn.com^$removeparam=p_source,badfilter ||chewy.com/api/event/ => ||chewy.com/api/event/$badfilter @@||eveningtimes.co.uk^$generichide => @@||eveningtimes.co.uk^$generichide,badfilter
