Steps to reproduce:

1. Add this rule to user rules:

|http*://$popup

2. Go to - https://adguard.com/

Mentioned rule block all requests which are not document type, like image, CSS, JS, XHR, subdocument.

Expected Behavior

Rule with $popup modifier should blocks only new opened tabs/windows and not other type of resources.
