Some pop-ups don't collapse with a swipe down

None, AdGuard VPN app works in integrated mode

Issue Details

Steps to reproduce:

1. Go to Settings -> General
2. Tap on Theme and try collapse it with swipe down
3. Go to Advanced
4. Tap on AdGuard VPN protocol and try collapse it with swipe down
5. Tap on Preferred IP version and try collapse it with swipe down

Expected Behavior

Popups can be collapsed with swipe down

Actual Behavior

Popups don't collapse with a swipe down

Additional Information

If you remove all IPv4 and IPv6 ranges excluded from VPN then these popups also don't collapse with a swipe. But if you swipe them very slowly they collapse (this applies only to these popups).
