Do not bring the window to the foreground when modal windows are open

Issue Details

When a modal window (error message) is open, it is difficult to take a screenshot or switch to another program due to the window being brought to the foreground.

This behavior is not equivalent to the "Window always on top" option in another apps.

Proposed solution

Remove this behavior or make it less annoying.
