Country flag icons in tray are too big on Windows 11

Environment

- OS: Windows 11 v. 22H2
- Other network-level software: N/A

Issue Details

Steps to reproduce:

1. Open AdGuard VPN
2. Click on AdGuard VPN tray icon
3. Click on Select server

Expected Behavior

The flag icons do not blend into each other, but are large enough to be distinguished.

Actual Behavior

Flag icons blend into each other.
