After update 2.4.0 scrolling doesn't work with external mouse and Mos

Environment

- OS: macOS 15.1
- Other network-level software: AdGuard, Mos

Which DNS server do you use?

Custom DNS

Personal AdGuard DNS

Issue Details

Steps to reproduce:

1. Install Mos
2. Connect external mouse
3. Try to scroll with it in Settings > App settings

Expected Behavior

Scrolling works

Actual Behavior

Scrolling does not work

Additional Information

There is no such problem with the trackpad.

If I add AdGuard VPN to the list of exceptions in Mos and uncheck the Smooth box, then the scrolling works, although not as smoothly. But before the 2.4.0 update, there was no such problem at all.
