Support adding non-punycode top-level internationalized domain name in Exclusions

Issue Details

Steps to reproduce:

1. Open Exclusions tab
2. Click Websites
3. Click Add website
4. Choose Manually
5. Enter онлайн and click Add

Expected Behavior

I can add non-punycode top-level internationalized domain name like онлайн (more examples).

Actual Behavior

Can't add non-punycode top-level internationalized domain names.

@rakleed Greetings! Currently, we don’t have plans to support adding non-punycode top-level internationalized domain names to Exclusions, but this feature might be considered in the future.
