Exclusions import to the wrong section

Issue Details

Steps to reproduce:

1. Create a file with websites
2. Go to Exclusions -> Websites
3. Tap on Import exclusions
4. Choose created file
5. Choose I want VPN to be OFF for these websites

Exclusions are added to the regular mode (this tab is opened after adding) and VPN is ON for these websites.

Expected Behavior

VPN is OFF for the added websites.

Additional Information

If you then tap on Change mode you will see that selective mode is chosen, but the heading says that VPN is on everywhere except for the websites below. Also if you reload the page (close it and open again) the heading will change to the selective mode.
