EDNS Client Subnet (ECS) and bootstrap_prefer_ipv6

Action

When bootstrap_prefer_ipv6 is set to ‘true’ and EDNS client subnet is enabled, only an IPv6 ECS is sent.

Expected result

Sending both an IPv4 and IPv6 ECS (see screenshot).

Actual result

Only an IPv6 ECS is sent.
