The problem

Can’t add custom ruler per persistent client

Proposed solution

Add a custom rules option in the settings section for each persistent client

This is able to be done in the query log but it would be good to be able to add bulk rules per client like you can do system wide with the custom filtering rules

Allow selecting which blocklists to use per client like we can do with blocked services.
