Setting to allow serving DNS-over-HTTPS unencrypted via GUI

The problem

According to this issue: https://github.com/AdguardTeam/AdGuardHome/issues/1009 unencrypted DOH is possible and working. It would be great if this setting could be configured via the normal web interface.

Proposed solution

The option allow_unencrypted_doh should be configurable via the web interface.
