Steps to reproduce

1. Open the Filters->DNS blocklists tab
2. Add OISD Blocklist Basic from the list
3. Make sure the rule ||tartwo.com^ exists in the list
4. Use edit button and change URL to invalid one: https://example.org
5. Save changes
6. Open tartwo.com page

Expected result

Access granted, Query log response: Processed

Actual result

Access denied, Query log response: Blocked by OISD Blocklist Basic

Same with allowlist
