Load filter's metadata from the server instead of using hardcoded metadata

Problem Description

Information about new filters or updating existing is not loaded. Because of this we have to wait for a new release.

Proposed Solution

Load filter's metadata like AdGuard for iOS, the browser extensions or the apps.
