[Bug] $popup tags ignored in user-rules in v1.8.2

Prerequisites

Issue Details

  • Version of AdGuard for Safari:
    • 1.8.2 (and 1.8.3 beta)
  • Environment name and version:
    • Safari 12.1.2
  • Operating system and version:
    • MacOS Sierra 10.12.6
  • Filters you use in AdGuard:
    • Base, Tracking Protection
  • Any other browser extensions you have installed:
    • Save to Pocket

Expected Behavior

$popup tag to be respected in custom/user-filter content blocking rule. Adguard for Safari versions prior and including 1.7.4 would allow domain access and block any popups from the specified domain.

Actual Behavior

Entire domains are blocked, and $popup tag is ignored.
