Notify user of new updates to AdGuard DNS detailing the changes

Issue Details

It is common to notify users of new updates to a product, telling them all the changes so they can discover new features, work out whether bugs have been fixed, and make adjustments to their setups if required.

Every other AdGuard product notifies the user when a new update is released, except AdGuard DNS.

Proposed solution

Show a splash screen upon a new version going live, or being announced, or some other type of notification that shows the release logs for the next version to the user upon logging in.
