Allow disabling AdGuard DNS protection per server, and per device

As an extension to #556, it would be good to be able to disable protection on a more granular level, including disabling protection for a server, and individual devices, to not have to disable protection for the entire accounts resulting in every device not having filtering during the that it is disabled.
