Add a rule to check whether the filtering rule is too wide

We're relaxing validation rules in tsurlfilter and CoreLibs: https://github.com/AdguardTeam/CoreLibs/issues/1816

But it still makes sense to validate if a filtering rule match "too many" URLs.
