Feature request: Show Global Announcements (8chan/vichan feature)

Here is an image of the global announcement bar, with the red text and links. It can also be defined per board.

As this is used by moderators or administrators to deliver important announcements or links to all boards, it would be useful for it to be readily visible to mobile users.
