The proposal suggests interests would be added in the following way:

This would happen through an API call that would result in a UI prompt asking the user if they are interested in a certain category or set of categories related to the page they are viewing

I suspect people will find this exceptionally annoying. I'd tend to steer away from proposals that require popping up prompts.

Also, if sites are able to write arbitrary interest categories in this way, can they over-write one another?

The proposal also suggests people could sort of "Accept all". This seems prone to abuse. As soon as people stop approving these interests, sites could add really anything in there.

Once again, I'd suggest not relying on a UX paradigm that requires a user prompt.
