WIP: add jira + tempo integration

I wrote some time ago (probably a year 😅) about a feature to log time to tempo.io, and display tasks from JIRA. It still needs some refinement, but I post WIP PRs. The API would work as proxy, because we can't send API request directly from web-ui (CORS).
