App allows to execute multiple instances

• [x] I have searched the issues of this repo and believe that this is not a duplicate.

• OS name and version: Windows 11 Home 23H2

• ActivityWatch version: v0.13.2

Running the app, allows to open multiple instances.

Steps to reproduce the behavior, for example: 1. Open the app multiple times 2. See the taskbar

Expected behavior

Only one app instance should run
