Input Validation: Catching misaligned geographies

In the test, I manually edited the control file for one TRACT and ran the program. It ran through without any error message or warning. The interesting thing is that the HHBASE in the TRACT was not respected, but the HHWORK was respected. I believe the HHBASE was automatically adjusted based on higher-level controls. I did find final_summary_TRACT showed a huge difference for the edited TRACT for hhwrks.
