Allow to for control of averages

Request from PTV community: "Currently, it is not possible to control averages, which seems to be very important for modelers. However, with a very small code change, it is possible(integerizer.py, Comment out line 140 ‘assert (max_incidence_value[control_is_hh_based] <= 1).all()’). We discussed this with one of your developers a year or two ago. There may be problems with the algorithm, such that the results are no longer optimal in some way."
