Repop mode not populating the second level geography (example_calm_repop)

From Issue#169, updated the geographies setting in the example_calm_repop settings file to have[REGION, PUMA, TAZ]in place of [REGION, PUMA, TRACT, TAZ]. However the synthetic population files created have null values in the second level geography (TRACT) for the new households.
