Investigate whether combinatorial alternative generation code can be merged

Both the vehicle type model and the trip departure scheduling model generate combinatorial alternatives on the fly. Can the code to generate these alternatives be shared/combined? Note that there are differences, where trip departure alternatives are tour-specific, while vehicle type choice alternatives are generic to all decision-makers.
